-In Madagaskar werden zur Zeit eine Vielzahl von Vorhaben zur Rettung der letzten Naturwalder durchgefiihrt. Amerikanische, schweizer, und multilatérale Organisationen haben seit 1988-89 beinahe gleichzeitig sog. «Integrierte Naturschutzprojekte» lanciert, die komplexe làndliche Entwicklungs-und Sozialprogramme, sowie eine sehr flexible Verwaltung der Schutzgebiete umfassen. Die erste Phase dieses neuen in ternationalen Engagements hatzunâchst schwerwiegende administrative EngpâBe enthiillt, die z.T durch die komplette Reorganisation der zustandigen staatlichen Stellen verursacht werden. Vor Ort miissen die Projekte ein problematisches Gleichgewicht zwischen den Hoffnungen der Landbevôlkerung, die sich von den «Fremden» vor allem einen Aufschwung des defizitaren Reisanbaus sowie der ungeniigenden Infrastruktur im Bereich Strassenbau und Gesundheitswesen verspricht, sowie ihrer vorrangigen Aufgabe, der Rettung der Wàlder, finden.

The Protection of Natural Forests and Rural Development in Madagascar ; A First Result of Present Activities. At present, a large number of projects are involved in saving the last natural forests on the island. Since the 1988, 1989 period, American, Swiss and multinational organizations began almost simultaneously «Integrated Conservation» projects, including complex rural development and social improvement programs, as well as a flexible management of protected areas. The first stage of this new international engagement has disclosed above all serious administrative problems, due in part to the complete reorganization of the government services involved. In the field, the projects must find a delicate balance between the hopes of the rural population, which expects from the «foreigners» a marked improvement in the output of its present insufficient rice production, and the poor road and health infrastruc¬ ture, and only then their priority goal, the protection of the forests.

A Madagascar ont lieu actuellement de très nombreuses actions de sauvegarde des dernières forêts naturelles. Des organismes américains, suisses et multinationaux ont entamé presque simultanément depuis 1988/89 des opérations de Conservation intégrée, comprenant des programmes complexes de développement rural, de promotion sociale et de gestion souple des aires à protéger. La première étape de ce nouvel engagement international met d'abord en lumière d'immenses problèmes d'ordre administratif, dûs en partie à une complète réorganisation des services étatiques. Sur le terrain, les projets doivent trouver un équilibre précaire entre les espoirs des paysans, qui attendent des «étrangers» la relance de la riziculture déficitaire, et certaines priorités : réhabilitation des infrastructures routière et sanitaire, en piètre état, et surtout sauvegarde des forêts.
