The tunnel will prove an outstanding revolution and countless efforts will be required for it bring about practical ensueing results. As far as the ports are concerned, four kinds of strategy can be resorted to : 1/ Getting offsets to their losses resulting from an expected drop in crossings. 2/ Backing the sailing industry ; it will run on and it is absolutely necessary to avoid focusing one's arguments on the tunnel matter so as to remain plurimodal and keep up competition. 3/ Looking into and making all due arrangements for all types of ensueing economic consequences in fields such as : industries, services, feedering, touring. 4/ Altering relationships between ports so as to do what is one of the assets Benelux ports can boast, namely : exchanging their services. Relationships between the seaboard and Lille-Metropolis. These latter have got light equipments. If they can't cope with the new situation, the tunnel will bring about an increase in heavy concentrations. Shall we succeed in breaking the traditional dichotomy between the coast and the metropolis ? It will be advisable to foresee the kind of relays to be built and where to settle them. Thanks to attending substructures, the coast is likely to be equipped with plants of European level, it will stop living apart, and it will even play an exceptional part. Furthermore, new axes will come into being, and our attention should be chiefly brought to bear on the axis leading to Western and South-West France, and to Spain.

Le tunnel apportera une révolution profonde et il faudra de gros efforts pour en retirer des effets positifs. Pour les ports, quatre types de stratégie peuvent être adoptés. 1/ Face à une baisse possible du trafic maritime, obtenir des pouvoirs publics des compensations. 2/ Soutenir le bateau, qui continuera ; il est essentiel de ne pas raisonner uniquement tunnel pour rester plurimodal. 31 Viser toutes les retombées possibles : industries, services, feedering, tourisme, relais. 4/ Échanger leurs services, comme le font les ports béné-luxiens. Relations littoral-métropole lilloise. L'un et l'autre sont légers ; s'ils ne font pas le poids, les retombées iront ailleurs. Peut-on envisager un rapprochement ? La fin d'une dichotomie traditionnelle ? Étudier les relais : nature, localisation. Littoral-Europe. Grâce au tunnel, de nouvelles infrastructures vont enfin faire sortir le littoral de son isolement. A surveiller attentivement la France de l'Ouest et du Sud-Ouest et l'Espagne.
