It was expected that the establishment of the Roman Metropolitan Area would define the space for planning interventions in this territory in order to resolve the political and competencies conflicts between the municipality and its region. The example of the Regional Park of Appia Antica shows that it will be difficult to manage geographical areas where so many different interests are in conflict. The urgency for protection and the necessity for improvement of urban quality require the introduction of town planning for which Rome should identify those with the will to achieve it.

La création de l'Aire Métropolitaine Romaine devrait définir l'espace d' intervention pour l'aménagement de ce territoire où puissent se résoudre les conflits politiques et de compétences entre la commune métropole et sa région. L'exemple du Parc Régional de l'Appia Antica montre qu'il sera difficile de gérer des espaces où s'affrontent tant d'intérêts divers. L'urgence de la sauvegarde et l'obligation d'une meilleur qualité urbaine rappellent que pour réussir à mettre en oeuvre une planification urbaine, Rome doit trouver les acteurs ayant la volonté de la réaliser.
