L'accord sur les euromissiles représente une bonne affaire militaire pour l'OTAN, mais crée différents problèmes stratégiques. La transparence militaire, stratégique et politique des forces de dissuasion nucléaires françaises et britanniques augmente. L'importance des forces conventionnelles s'accroît. Une confirmation de l'engagement américain en Europe s'impose. Pour l'Italie, un choix se dessine entre un rapport essentiellement bilatéral avec les Etats-Unis et un rapport de plus grande intégration avec l'Europe, incluant la défense.
