Die Wasserstrafien in dem Berliner Verkehrssystem : Rückgang oder neuer Aufschwung ? - Berlin befindet sich zwischen Elbe und Oder mitten im Wasserstraßennetz der Mark Brandenburg. Am Ende des neunzehnten und am Beginn des zwanzigsten Jahrhunderts wurde Berlin ein Verkehrsknotenpunkt in dem das Hafen- und WasserstraBensystem eine große Bedeutung hatte. Die politische Teilung der Stadt und der Bau der Mauer haben dazu gefiihrt. daß das WasserstraBennetz seine Koherenz verloren hat. Mit der deutschen Einheit und der territorialen Vereinigung wird eine Umstrukturierung des Verkehrsnetzes benötigt. Sie eröffnet heute die Möglichkeit umweltfreundlichere Verkehrstrager, wie die Binnenschiffahrt, zu unterstützen. Diese Umstrukturierung bietet auch der Haupstadt die Gelegenheit, sich besser in das europaïsche Hauptwasserstraßennetz (Typ Vb) einzubinden. Darum hat die Bundesregierung geplant, ein Ausbau der Wasserstraßen von und nach Berlin zu ubernehmen. Sie kann dennoch mit einem politischen Widerstand rechnen, der die heutige Planung teilweise in Frage stellt.

By the end of the XIX° century and the beginning of the XX° century, the town has become an outstanding crossroads of communication, where the river and harbour system played an important part. The division of the town and the building of the Wall made this network lose its cohérence. From now on, the german Unification and the reunification of the territories require a wide restructuring of the transport networks. It can give the opportunity to favour modes of transports which - like the transport by inland waterway - aie more respectful of the environment. It is also a chance to integrate the capital into the large scale european network (Vb type). The federal govemment thus plans to modernize the large waterways which converge to Berlin. However, it must cope with a strong political resistance which may partly call into doubt its present plans.

Berlin se situe au coeur du réseau des voies d'eau de la Marche de Brandebourg, entre l'Elbe et l'Oder. La ville est devenue, à la fin du dix-neuvième siècle et au début du vingtième siècle, un remarquable carrefour de communication, où le système fluvio-portuaire jouait un rôle important. La division de la ville et la construction du Mur ont fait perdre à ce réseau sa cohérence. L'Unification allemande et la réunification des territoires exige désormais une ample restructuration des réseaux de transport. Elle peut être l'opportunité de favoriser des modes de transport qui - tel le transport fluvial - sont plus respectueux de l'environnement. Elle est aussi l'occasion d'intégrer la capitale au réseau européen à grand gabarit (type Vb). Le gouvernement fédéral prévoit ainsi la modernisation des grandes voies d'eau convergeant vers Berlin. Il doit cependant faire face à une vive résistance politique qui peut remettre partiellement en question ses projets actuels.
