Unstatutory constructions in Greece represent approximative half of all building over the last 40 years, mainly self-built houses situated outside the limits of legal plans and housing a rural population. A capitalistic policy more concerned with profit than with urban planning only reinforced this phenomenon. To illustrate this we have the example of Nei Pori whose status of a small agricultural village changed to that of a seaside resort where speculation grew, or Aspra Spitia an industrial estate without any regard for the environment or local traditions. The legislative and statutory system was powerless in suppressing this phenomenon despite the efforts of the Master Plans which have been effective since 1983 and which should nevertheless begin to improve the situation.

Les «constructions hors-plan» en Grèce représentent environ la moitié du cadre bâti depuis quarante ans. Essentiellement auto-constructions situées en dehors des limites des plans légaux, recevant une population rurale. Une politique capitaliste plus soucieuse de rentabilité que d'aménagement urbain n'a fait que renforcer ce phénomène. En témoignent l'exemple du village de Nei Pori passé d'un statut de petit village agricole à celui de station balnéaire où la spéculation a fleuri, et celui d'Aspra Spitia lotissement industriel sans souci de l'environnement et des traditions locales. L'appareil législatif et réglementaire a été impuissant à juguler ce phénomène, malgré les efforts des Schémas Directeurs d'Aménagement mis en place depuis 1983, qui devraient cependant commencer à améliorer la situation.
