Pour réformer les cadres territoriaux de la perception des impôts royaux, Colbert, en juillet 1679, ordonne aux intendants de faire lever une carte administrative de leur généralité. L’opération concerne, à l’échelle du royaume, l’ensemble des pays d’élections. L’intendant de Rouen, Le Blanc, a laissé une importante documentation, archivistique et cartographique, concernant la réalisation d’un atlas de sa généralité, qui est le premier atlas régional actuellement connu pour la France d’Ancien Régime. L’étude analyse la production de cet atlas, la sémiographie graphique mise en œuvre, les usages qui ont pu en être faits. Il contribue à l’étude d’une mise en carte du royaume inconnue des historiens de l’invention cartographique de la France.

In order to reform the territorial frameworks for the collection of royal taxes, Colbert, in July 1679, ordered the royal “intendants” to draw up an administrative map of their province. At the level of the kingdom, the operation involved all the “pays d’élection”. The intendant of Rouen, Le Blanc, left a rich collection of documents, both archival and cartographic, concerning the creation of an atlas of his “généralité”. This is the earliest known regional atlas for France of the Ancien Régime. The present study analyses the production of this atlas, its graphic semiography, and some of the uses to which it was put. It contributes to studying a mapping of the kingdom, hitherto ignored by historians of the cartographic invention of France.
