Réforme administrative éminemment moderne, impulsée notamment par les bailleurs de fonds étrangers, tant internationaux que nationaux, au nom de la bonne gouvernance, la décentralisation mise en œuvre au Mali depuis quelques années n’a pu faire l’économie d’un enracinement dans le terroir africain. À ce titre, la lecture faite par Souleymane Kanté, le fondateur du mouvement N’ko, des formations politiques médiévales et notamment de l’empire du Mali, s’est révélée pertinente pour enraciner dans le terroir malien une réforme qui concerne au premier chef les avatars coloniaux et post-coloniaux de l’État dans ce pays. Bien que le schéma d’analyse proposé par le N’ko n’ait pas été officiellement avalisé par le gouvernement malien, il a inspiré directement la Mission de décentralisation dont les cadres les plus marquants appartenaient au mouvement. Et même si l’État malien, qui se veut également un État moderne, a répugné à se laisser enfermer dans un schéma historique rigide, le paradigme impérial décentralisé proposé par le N’ko demeure un élément central de discussion pour l’élite politique et culturelle de ce pays.

An eminently modern, administrative reform driven in particular by foreign donors—both international and national—in the name of good governance, the decentralisation implemented in Mali for a number of years was unable to avoid African roots. Here, the reading made by Souleymane Kanté, the founder of the N’ko movement, of medieval political groups and of the Malian empire in particular, was found to be relevant for the establishment in Malian territory of a reform that first and foremost concerns the colonial and post-colonial vicissitudes of the government of Mali. Although the pattern of analysis put forward by the N’ko has not been officially approved by the Malian government, it has been a direct inspiration for the decentralisation mission whose leading officials belonged to the movement. And even if the Malian state, which also claims to be a modern state, was unwilling to be enclosed in a rigid historical pattern, the decentralised imperial paradigm proposed by the N’ko remains a central feature for discussion among the country’s political and cultural elite.
