Le projet territorial associé aux Jeux équestres mondiaux FEI Alltech™ 2014 en Normandie : « L’élan des Jeux »

Les responsables publics ont voulu faire d’un grand événement international, les Jeux équestres mondiaux FEI Alltech™ 2014 en Normandie, un levier de développement pour le territoire, d’ouverture à l’international, au bénéfice de la filière équine, du tourisme, de l’économie, mais aussi du dynamisme collectif.Une organisation en deux parties a été conçue d’emblée : un comité d’organisation, constitué en groupement d’intérêt public (GIP), pour la mise en place des Jeux eux-mêmes, et un collectif de travail en charge du projet territorial associé aux Jeux, dénommé « L’élan des Jeux », coordonné par la Région Basse-Normandie.La très large adhésion des acteurs et des territoires, les effets accélérateurs et fédérateurs d’un projet partagé, ont permis de créer autour des Jeux des dynamiques très positives, sans doute bien au-delà de l’intérêt de l’événement en lui-même.Une organisation a été inventée pour structurer la multiplicité des acteurs et des attentes avec la définition de trois objectifs partagés entre les Jeux et le projet territorial, et la définition de trois temporalités pour une répartition claire des responsabilités et des moyens :- les quinze jours des jeux confiés au GIP ;- les quinze mois de mobilisation (avant les Jeux) pilotés par la cellule inter-collectivités du projet territorial ;- les quinze ans d’héritage attendus (après les Jeux), pilotés principalement par les responsables de la filière équine et la Région Basse-Normandie.

Public stakeholders wanted to use a major international event, the Alltech™ FEI World Equestrian Games 2014 in Normandy, to boost the development of the region and to make an incursion into the international market, to help the horse industry, tourism, the economy, but also collective regional dynamism.An organisation in two parts was set up: an organisation committee, forming a Public Interest Group, for the Games themselves, and a working group in charge of the Territorial Project associated with the Games, called “The Boost from the Games” (“L’élan des Jeux”) coordinated by the Basse-Normandie Region.The large participation of stakeholders and local areas, the unifying and accelerator effects of a shared project, created around the Games very positive dynamics, probably far beyond the event’s interest in itself.A body was created to organise all those involved and their expectations: three objectives involving the Games and the Territorial Project were defined as were three time scales for a clear division of the responsibilities and the resources:- the fifteen days of the Games managed by the Public Interest Group;- the fifteen months of mobilisation (before the Games) steered by the inter-municipalities unit of the territorial project;- the fifteen years to optimise the “legacy” expected (to follow the Games), steered mainly by the leaders of the equine sector and the Basse-Normandie Region.
