Introduction The general theme of this Conference is “Oscillation”. The term “oscillate” is defined by the Shorter Oxford English Dictionary, 1985, p518, as meaning “swing to and fro; vacillate, vary between extremes”. So oscillation is swinging back and forth, varying between extremes, rather like a pendulum. There are undoubtedly swings and variations happening with regard to custom land in Vanuatu.
