The article focuses on the dynamics of corrupt exchanges, which are considered as part of a very complex networks of exchanges that involve not only entrepreneurs and public administrators, but also voters, bureaucrats, criminals, etc. The main assumption is that, in order to understand the evolution of corruption, the analysis of the causes that facilitate its emergence has to be complemented with the analysis of the dynamics that make corruption self-sustaining. As for the latter, the article suggests that, in postwar Italy, corruption, clientelism, and maladministration interacted with each other into vicious circles that progressively reduced the legitimacy of the political institutions. Some results of an empirical research, based on legal sources as well as interviews, are reported.
