The last years have seen growing alarm in Italy over the increase in criminal activities by mafia groups. Adopting the distinction between enterprise syndicate and power syndicate proposed by Allan Block, the essay analyzes two faces of criminal groups: the trafficking in illicit economic activities on the one hand and the politico-military control of a geographical area on the other, the latter being characterized by violent social regulation. The main thesis of the essay is that the rise in illicit economic activities implies a growing demand for violent social regulation. The low level of implementation of law and administrative rules is a further favourable condition for the rise of violent social regulation.
