The Declaration of Human Rights does not in and of itself guarantee access to the same rights. In capitalist juridical institutions, rights are commodities available only to those who can "afford" them. The function of these institutions is not to embody and defend such principles, but rather to extract wealth and feed it into the circulation network. A truly democratic state is one which is able to put rights into practice, and only socialism can do that.
