Au-delà de son mandat, élargi en 2006, la FINUL II mène diverses activités à caractère humanitaire qui contribuent à l’édification de la paix dans la région. Dans ce cadre, la FINUL participe à la réflexion stratégique des Nations-Unies qui cherchent à améliorer la cohérence des réponses multidimensionnelles aux crises en établissant une meilleure coordination des acteurs intervenant sur un même espace. L’encadrement de cette coopération entre acteurs multiples a d’ailleurs été posé comme condition d’engagement des États européens contributeurs : l’approche sécuritaire et l’approche humanitaire doivent désormais non plus seulement cohabiter mais coopérer. L’architecture de la Force intérimaire a donc été remaniée pour intégrer une coopération plus étroite entre le civil et le militaire. Forte de ce nouveau dispositif, la FINUL II est-elle pour autant efficace dans la reconstruction du Sud-Liban ?

The UNIFIL in the South-Lebanon post-2006 rebuilding. Questioning the civil-military co-operationExpanding from its mandate that was extended in 2006, the UNIFIL II leads multiple humanitarian missions that contribute to the edification of peace in the region. In this context, the UNIFIL contributes to the UN’s strategic thinking, that seeks to enhance the consistency of multidimensional answers to crisis by establishing a better coordination between different actors acting in a same space. This context of multi-actor cooperation was therefore imposed as a condition for the commitment of contributing European countries : the military approach and the humanitarian approach now have to not only coexist but also cooperate. Thus, the Force’s architecture has been remodeled in order to further integrate cooperation between the civilian and the military. But, despite being strengthened by this new apparatus, is the new UNIFIL II efficient in South-Lebanon reconstruction ?
