A study of the origins of the Neronian consuls shows that the higher spheres of society and the state were dominated by Italian notables. Elite regeneration was not produced by the families that founded the imperial regime but by the Italian boni, who made it stronger from Tiberius onwards. The Julio-Claudian nobilitas together with the Neronian homines novi can be viewed as a group which may be opposed to the Republican and Caesaro-Augu-stan nobilitas, thus fostering a new hypothesis : the foun¬ dation of the monarchistic nature of the regime is to be found in the ethical and political divide in the first ordo.

Une étude des origines des consuls néroniens montre que les plus hautes sphères de la société et de l'Etat sont dominées par les notables italiens. Le renouvellement de l'élite ne se fait pas au profit des familles qui ont fondé le régime impérial, mais à celui del boni italiens qui en ont géré l'affermissement depuis Tibère. La nobilitas julio-claudienne et les homines novi néroniens forment un groupe qu'on peut opposer à celui de la nobilitas républicaine et césaro-augustéenne. D'où une hypothèse : le clivage éthico-politique au sein du premier ordo constitue le fondement de la nature monarchique du régime.
