When referring to public action, the question of responsibility takes on a different and complementary connotation to the concepts of administrative responsibility or political responsibility. By approaching public action not only as a process of producing activities, but also as a particular way of dealing with problems, seeking solutions, and managing the consequences of government operations, this article seeks to redefine the meaning and the scope of responsibilities, in the light of the current transformations of the actions carried out on behalf of the public authorities, especially because of changes in their scale and their boundaries. While at first glance it may seem tautological, the concept of responsible public action turns out to be an emerging issue with major stakes, which reveals a certain paradigm shift.
