The German parliamentarian elite in the 19th century was characterized by contradictory processes of professionalization and de-professional- ization, and of segmentation more than homogenization. Until the political mass market of the Empire started after 1871, there was some homogenity through the dominance of the Notable and semi-professional type of parliamentarian. But then, the parties related more and more to fixed socio-cultural bases, which demanded for parliamentarians of their own class or milieu, not for Notables or members of the states bureaucracy. Only in the Social Democratic Party and, less strong, in the Left Liberal Party, this led to a professionalization. In the more rural and conservative parties, the consequence was a tendency toward 'amateurization'.
