En décembre 1998, la guerre civile a repris au Congo, débordant Brazzaville pour affecter la province. Une nouvelle stratégie de guerre totale semble se mettre en place, avec la généralisation des ratissages et l’élimination systématique des jeunes en âge de porter les armes. R. Bazenguissa-Ganga et P. Yengo tentent de déceler la logique de ce regain de violence en avançant l’hypothèse d’une popularisation de la violence politique.

The Popularization of Political Violence in the CongoIn December 1998, the civil war recommenced in the Congo, spreading past Brazzaville into the cities and towns of the provinces and rural areas. This seems to reflect a new strategy of all-out war, with the extension of the practice of pursuing and systematically eliminating all youth able to carry arms. This renewal of the war has met with an astonishing black out in the international press. R. Bazenguissa-Ganga and P. Yengo conjecture upon the reasons for this, putting forth the hypothesis of the popularization of political violence.
