Résumé En

This chapter presents results of a joint project that examines the complex interactions among intergovernmental organizations and other transnational institutions and non state actors in the global Internet governance ecosystem. Using an institutional innovation, the 2006 creation of the Internet Governance Forum as one of the follow-ups of the UN World Summit on the Information Society, and its nine year trajectory thus far, it analyzes the ways in which international organizations and the technical community have been consolidating their respective roles in Internet governance and at the same time ‘institutionalizing’ the Internet Governance Forum (IGF) itself as a locus for multistakeholder dialogue. The chapter focuses on the ITU, UNESCO, the Council of Europe (CoE) and OECD as IOs ; and on ICANN and ISOC as technical organizations.
