This testimony by a member of the French Citizens' Convention for the Climate (CCC) governance committee traces the process of its construction, from the first ideas formulated on the sidelines of the announcement of the Great National Debate in early December 2018 to the establishment of the governance committee on July 2, 2019, jointly by the Minister of Ecological and Solidarity Transition and the President of the Economic, Social and Environmental Council (Cese). During these seven months, the three main actors, the executive (Élysée, the Minister and his cabinet), the Citizens' Vests and the Presidency of Cese, each with their own political agenda, confronted opposing visions of the political role of the Citizens' Convention. The negotiation concerned both the political ambition and the decision-making outcome of the proposals that citizens would make, the perimeter of the CCC (the themes to be addressed), its composition (mixed or only drawn by lot), its general organization (duration, transparency, guarantors) and its steering (presidency and composition of the governance committee). The singularity of the CCC results from these negotiations. The article proposes a chronological account of the four stages in the process of building the political role of the CCC.

Ce témoignage d'un membre du comité de gouvernance de la Convention citoyenne pour le climat (CCC) retrace le processus de sa construction, des premières idées formulées en marge de l'annonce du grand débat national, début décembre 2018 à la mise en place du comité de gouvernance, le 2 juillet 2019, conjointement par le ministre de la transition écologique et solidaire et le président du Conseil économique, social et environnemental (Cese). Durant ces sept mois, les trois principaux acteurs, l'exécutif (l'Élysée, le ministre et son cabinet), les Gilets citoyens et la présidence du Cese, chacun ayant son propre agenda politique, ont confronté des visions opposées du rôle politique de la Convention citoyenne. La négociation a porté tant sur l'ambition politique que sur le débouché décisionnel des propositions que feraient les citoyens, le périmètre de la CCC (les thématiques à traiter), sa composition (mixité et tirage au sort), son organisation générale (durée, transparence, garants) et son pilotage (présidence et composition du comité de gouvernance). La singularité de la CCC résulte de ces négociations. L'article propose un récit chronologique des 4 temps du processus de construction du rôle politique de la CCC.
