Beaucoup de plans pour rien. Intérêt d’une planification intercommunale en contexte inter-territorial : exemple de la Communauté de Communes Castelnaudary-Lauragais Audois (CCCLA)

The Castelnaudary-Lauragais Audois association of local authorities can be considered as an periurban territory. Consequently, thoughts about the notion of "interterritory" can be applied to it and it can be seen under a look less shameful and turned to another town planning, in partial break with the current dogmae (struggle against spreading, urban density). The existing documents of town planning (SCOT or PLU) do not appear adapted to the consideration of the interterritorial character of the CCCLA. A joint PLU on the CCCLA could allow to answer the stakes of the territory and impulse a new planning dynamics to the CCCLA.

La Communauté de Communes Castelnaudary-Lauragais Audois peut être considérée comme un territoire périurbain. On peut ainsi lui appliquer les réflexions concernant la notion d’interterritoire et tenter de regarder cet espace sous un regard moins honteux et tourné vers un autre urbanisme, en rupture partielle avec les dogmes actuels (lutte contre l’étalement, densité). Les documents d’urbanisme existants (SCOT ou PLU) ne semblent pas adaptés à la prise en compte du caractère interterritorial de la CCCLA. Un PLU intercommunal pourrait permettre de répondre aux enjeux du territoire et impulser une nouvelle dynamique de planification à la CCCLA.
