In the work we will analyze from a point of view epistemológico, first, the concept of technological change in the area of the IT technology. Secondly, we will establish a connection between conceptual problems - context of justification, and empirical problems - context of application. Thirdly, from the concept of technological innovation we will give example of problems to political and juridical level. We hold that in this one area of the knowledge the identification and delimiting problem is essential for the beginning of any political and juridical debate of nature of the new technologies

En el trabajo analizaremos desde un punto de vista epistemológico, en primer lugar, el concepto de cambio tecnológico en el área de la tecnología informática. En segundo lugar, estableceremos una conexión entre problemas conceptuales - contexto de justificación, y problemas empíricos - contexto de aplicación. En tercer lugar, a partir del concepto de innovación tecnológica daremos ejemplo de problemas a nivel político y jurídico. Sostenemos que en ésta área del conocimiento la identificación y delimitación de problemas es esencial para el inicio de cualquier debate de índole político y jurídico de las nuevas tecnologías
