"La imposición del Estado de Derecho en los inicios de la organización de la República en Chile, conllevaba el control social de cierta parte de la población. Para lograr aquello, se ideo por parte del ministro Portales, considerado el gestor del Estado nacional chileno. La incorporación como medio de contención los carros ambulantes.
