In Europe, the technical rationalization of water utilities is growing, while the territories of water utilities management become broader and more integrated. This political and administrative process is based on municipal units. Supported by a subnational level or municipalities partnership, the process questions the policy ability of supra local instances. To approach the topic, the article considers these evolutions as of the regional community concept and the uniform pricing. The empirical review focuses on three national systems (France, Italy and Romania), in which three study cases are investigated. The results identify two patterns, the intermunicipality and the supra municipality, and underline a major item : the policy ability links less with a single water utilities operator than trends of political cooperation and integration between municipalities.
