La ciudad no es sólo un fenómeno urbanístico; está constituida por las sinergias entre sus instituciones y los espacios culturales que nos brindan la posibilidad de aprender en la ciudad; entre la producción de mensajes y significados que nos permiten, al propio tiempo, aprender de la ciudad y, también, entre su pasado y su presente, muchas veces desconocido, que nos invita a aprender la ciudad. Ciudad Educadora tiene como finalidad –de manera principal– la construcción de una ciudadanía organizada, autónoma y solidaria, capaz de convivir en la diferencia y de solucionar pacíficamente sus conflictos. En este proceso continuo y dinámico de aprendizaje, construcción y crítica, en el cual los seres humanos crean y recrean la cultura, que a su vez los produce y reproduce, la memoria colectiva tendrá que recuperar históricamente sus haceres, sus saberes y sus tipos de organización si se quiere privilegiar la solidaridad. Reflexionado y construido desde el pensamiento complejo. Ciudad Educadora es un proyecto que reivindica lo colectivo y lo público, lo político y lo ético y busca ingresar a la modernidad haciendo uso de la educación como fenómeno eminentemente comunicativo cuyo desarrollo potenciará la capacidad de incidencia de la sociedad sobre sus propios destinos, estableciendo cambios en la conducta y los comportamientos de los ciudadanos, buscando la construcción de la democracia y la ciudadanía como proyecto colectivo.
