Le 30 mai 2016, l’ancien président tchadien Hissein Habré était condamné à une peine d’emprisonnement à vie par une Chambre d’assises africaine extraordinaire créée par un accord entre le Sénégal et l’Union Africaine. Le jugement pénal, confirmé en appel à Dakar le 27 avril 2017, s’accompagne de réparations au profit des victimes du régime. Les juges des Chambres africaines statuent avec précision sur une politique d’État exprimant une «entreprise criminelle commune » de terreur contre les opposants au régime, qualifiée de crime contre l’humanité. L’ancien dictateur tchadien répond toutefois seul de ces actes dès lors que ses associés ne sont pas traduits devant les juges et que ses soutiens extérieurs, notamment français, ne sont évoqués que pour qualifier certains aspects des conflits tchadiens comme internationaux et sanctionner aussi des crimes commis contre des prisonniers de guerre protégés par la IIIe Convention de Genève de 1949.
