Zukunftslose Jugend und Teilzeitarbeit. Gestützt auf in den siebziger Jahren vorgenommene Einzelstudien in mehreren größeren Neubau- und Behelfssiedlungen des Pariser Raums sowie die Auswertung beruflicher und schulischer Werdegänge wurde versucht, jene Bedingungen aufzuhellen, un ter denen die «Jugendhchen» dieser Siedlungen —hier eine Gruppe mit wirklicher kollektiver Existenz— den Arbeitsmarkt betreten und anhand der ihnen durch die rasche Expansion der Teilzeitarbeit gebotenen Môglichkeiten Strategien zur relativen Aufbesserung ihres Status zu entwickeln trachten. Zum Verständnis der auf dem Arbeitsmarkt sich abspielenden Konfrontationen ist es nötig, vorweg die Bedingungen genau zu kennen, unter denen diese Jugendlichen aufgewachsen sind, aber ebenso ihre Beziehungen zu «ihrer» Siedlung —eine geschlossene und gehaßte Welt —und die Art und Weise, in der sie ihr schulisches Scheitern und da besonders ihr Abgeschobenwerden in die Abstellklassen der technischen Berufsfachschulen erleben. Läßt sich innerhalb dieser Siedlungen eine Art Subkultur ausmachen, so zunächst in Form eines allseits geteilten Gefühls der Nichtswürdigkeit. Von den allerersten Arbeitserfahrungen an, die hier in spezifîscher kollektiver Weise in Bandenbeziehungen erlebt werden, macht die Mehrzahl der Jugendhchen die Entdeckung, daß beruflicher Aufstieg ihr verwehrt und sie aller Zukunft beraubt ist. Unter den besonderen Bedingungen der Siedlungen bildet sich nun bei diesen Heranwachsenden ein originäres System von Haltungen heraus, eine spezifîsche Ausprägung von «Realismus», die sie die von der Großindustrie (Fabrik, Fließband, Stechuhrsystem) wie den Kleinunternehmen ange-botenen nichtquahfierten Tätigkeiten (die Arbeit des Handlangers mitsamt all der damit verbundenen entwürdigenden Szenen) ablehnen und dafür zur Teilzeitarbeit Zuflucht nehmen läßt d.h. dazu, sich der Logik des «Schritt fur Schritt» zu verschreiben und unsichere, austauschbare Tätigkeiten mit hohem Risiko zu suchen, in denen es allerdings eventuell möglich ist, sein «Gluck zu versuchen». Zwischen der Struktur der Dispositionen, die durch die Siedlungsbedingungen geschaffen werden, und jener Struktur, die von denen, die regelmäßig Teilzeitbeschäftigungen nachgehen, verlangt wird, besteht Homologie. Gewiß unterhalten diese Jugendlichen unterschiedliche Beziehungen zur Teilzeitarbeit : fatalistische und resignative die eiqen, realistische oder «strategische» die anderen. Tatsache jedoch bleibt, daß die Teilzeitarbeit Verhaltensweisen als Berufstugenden erscheinen läßt, die bisher als Symptome sozialer Unange-paßtheit eingeschätzt wurden, und daß diese Situation durchaus den Interessen eines bestimmten Typs von Unternehmen entgegenkommt und dient. In gewisser Hinsicht nimmt das Verhalten dieser Mitte der siebziger Jahre beobachteten Jugendlichen in extremer Ausprägung dasjenige weiter Teile der Arbeiterjugend vorweg, die durch die Verschärfung der ökonomischer Krise und die Veränderungen im Schulsystem, welche die Kluft zwischen den Aspirationen der Individuen und den ihnen vom Wirtschaftssystem real gebotenen Chancen nur noch verstärken, in dieser zutiefst miß1ichen Lage demoralisiert und frustriert sind.

Youngsters with no Prospects and Temporary Employment. Using a body of monographic studies conducted during the nineteen seventies in several housing estates and in a variety of short-term residences and hang-outs in the Paris area, and drawing on academic and professional case-histories, anattempt lias been made to illuminate the conditions in which the «youngsters» from these abodes —a group which in this case has a genuine collective existence— enter onto the job market and try to work out ways of bringing about a relative improvement in their status, notably by using the openings made available by the boom in temporary employment. To understand the confrontations taking place on the job market presupposes a detailed knowledge of the conditions in which these youngsters grew up, of the relationship between them and «their» community —a closed and hated world— and of the way they experienced their school failure and above ail their relegation to the «cast-off» sections of the Technical training Colleges. If a sub-culture does emerge in these communities, it is constituted first and foremost through the feeling of shared indignity. Starting from their first work-experiences, lived out collectively on the highly distinct level as a gang-spirit, the majority of the youngsters discover that all hopes of professional advancement are barred to them and that they are robbed of any future. In the specific conditions of their home community, adolescents develop a System of attitudes peculiar to themselves, a peculiar form of «realism» which leads them to turn down the unskilled jobs offered them by heavy industry (the factory, the assembly-line, clocking in) and by petty commerce (the «flunkey's» tasks which lay them open to repeated humiliation) and to seize upon the formula of temporary jobs; in other words, they commit themselves to a logic of the «piece-meal», by seeking out unstable, interchangeable and high-risk jobs which nonetheless offer a potential opportunity to «try one's luck». There is a likeness between the structure of the outlook as fostered by life within the home community and what is expected from workers who regularly sign on for temporary employment. Naturally these youngsters entertain a whole variety of relation-ships with temporary work —those of resignation and fatalism, in some cases, in others those of realism or ruse. The fact remains that temporary work appears to make professional virtues out of behaviour traits formerly judged to be symptoms of social maladjustment, and that this situation serves the interest of a certain class of firm. In certain respects, the behaviour of these youngsters, studied in the mid —seventies, foreshadows in an extreme form that of large sections of working youngsters, demoralised, disappointed and placed in a precarious predicament, both as a resuit of the worsening economic recession and the transformations in the System of schooling which accentuate further still the rift between the aspirations of the individual and the opportunities really offered him by the economic System.

Jeunesse sans avenir et travail intérimaire. En s'appuyant sur un ensemble d'études monographiques conduites,au cours des années 70, dans plusieurs «Grands Ensembles» et dans diverses cités de transit ou d'urgence de la région parisienne et sur le recueil d'histoires scolaires et professionnelles, on a cherché à éclairer les conditions dans lesquelles les «jeunes» de ces cités — groupe qui a ici une réelle existence collective entrent sur le marché du travail et tentent d'y développer des stratégies de relative amélioration de leur statut en utilisant notamment les possibilités qu'offre l'expansion très rapide du travail intérimaire. La compréhension des affrontements qui se déroulent sur le marché du travail suppose la connaissance précise des conditions dans lesquelles ces jeunes ont grandi, du rapport qu'ils entretiennent avec «leur» cité —monde clos et haï—, de la manière dont ils ont vécu leur échec scolaire et, notamment, leur relégation dans les sections-repoussoirs des collèges d'enseignement technique. Si une sous-culture apparaît dans l'espace de la cité, elle se constitue d'abord dans le sentiment d'une indignité partagée. Dès leurs premières expériences du travail, qui sont vécues collectivement sur le mode très particulier des relations de bande, la plupart des jeunes découvrent que l'espoir d'une promotion professionnelle leur est interdit et qu'ils sont dépossédés de tout avenir. Dans les conditions spécifiques de la cité, il se constitue, chez ces adolescents, un système original d'attitudes, une forme particulière de «réalisme» qui les amènent à refuser les emplois non qualifiés proposés par la grande industrie (l'usine, la chaîne, le pointage) et les petites entreprises (le travail de «larbin» qui expose à des humiliations fréquentes) et à s'emparer de la formule du travail intérimaire, c'est-à-dire à s'engager dans une logique du «coup par coup» en recherchant des emplois précaires, interchangeables, à haut risque, mais dans lesquels il est possible, éventuellement, de «tenter sa chance». Une homologie existe entre la structure des dispositions créées par la vie dans la cité et celle qui est attendue des ouvriers qui s'embauchent régulièrement en intérim. Certes, ces jeunes entretiennent des rapports différents avec le travail intérimaire, rapports fatalistes ou résignés, en certains cas, réalistes ou «stratégiques» en d'autres. Il reste que le travail intérimaire fait apparaître comme vertus professionnelles des traits de comportement qui jusqu'alors avaient plutôt été jugés comme des symptômes d'inadaptation sociale, et que cette situation sert les intérêts d'un type déterminé d'entreprises. A certains égards, le comportement de ces jeunes observés au milieu des années 1970, préfigure, sur un mode paroxystique, celui de larges fractions de la jeunesse ouvrière, démoralisée, déçue et placée en porte-à-faux, à la fois par l'aggravation de la crise économique et par les transformations du système scolaire qui accentuent de plus en plus le décalage entre les aspirations des individus et les chances que leur offre réellement le système économique.
