Just a Drop in the Ocean ? Commonwealth Support for its Pacific Island Members in the Face of Growing International Interest in the Region

This article focuses on the delicate economic situation of the majority of the Commonwealth’s small island developing states (SIDS) in the Pacific and examines Commonwealth actions to strengthen their economy. In parallel, it investigates Commonwealth support of democracy through training programmes in governance and institutional reform, as well as through negotiations aimed at restoring democracy where it is, or has been, lacking. The Commonwealth’s work is studied in relation to the bilateral activities of powerful neighbours in the Asia-Pacific region, highlighting the necessity for the presence of multilateral organisations which can help the SIDS to benefit from their interactions with their powerful neighbours rather than be ruined by them. Such work, it is argued, is an important feature of the Commonwealth’s role in the twenty-first century.

Cet article analyse la situation économique fragile de la majorité des petits Etats insulaires du Commonwealth dans le Pacifique et étudie les actions mises en œuvre par le Commonwealth pour renforcer leurs capacités économiques. Parallèlement, l’auteur s’intéresse au soutien que le Commonwealth apporte à la démocratie, à travers des programmes de formation pour la gouvernance et la réforme institutionnelle, et des négociations destinées à rétablir la démocratie là où elle a été mise à mal. L’action du Commonwealth est étudiée dans le contexte des activités bilatérales des puissances voisines de la région Asie-Pacifique, soulignant l’importance d’organisations multilatérales susceptibles d’aider les petits Etats insulaires à gérer leurs interactions avec leurs puissants voisins afin de contrer leurs effets néfastes. Cet article entend démontrer qu’une telle action constitue un des principaux rôles du Commonwealth au XXIe siècle.
