Democracy is important in the rhetoric of the Commonwealth itself ; it is also crucial to the practice of politics in the Commonwealth’s constituent countries. This paper explores contemporary scholarship about the Commonwealth and democracy, drawing together two distinct bodies of literature : that from the Commonwealth sphere, and that from a range of other disciplines, which nonetheless has provided important insights into democracy in Commonwealth countries. It begins by setting out recent work about early ideas of the Commonwealth as an international democratic space in the first half of the twentieth century. Scholarship which highlights legacies of empire in Commonwealth democracy is then explored, in order to show how this imperial history has been debated and critiqued, with particular regard to the place of democracy in broader Western ideas of progress and development. The paper then turns to contemporary cultures of Commonwealth democracy, focusing on the strengths and weaknesses of the Commonwealth and its democratic institutions, as well as perceived weaknesses in scholarship about these issues. The final section discusses productive points of contact between the two distinct literatures, pointing to fruitful new directions for research on Commonwealth democracy.

La démocratie occupe une place importante dans la rhétorique du Commonwealth ; elle est également cruciale pour comprendre les pratiques politiques dans les pays membres de l’organisation. Cet article explore la recherche actuelle sur le Commonwealth et la démocratie, liant ainsi deux aires distinctes : les études portant sur le Commonwealth et celles qui, émanant de plusieurs disciplines, ont néanmoins offert d’importantes perspectives sur la démocratie dans les pays du Commonwealth. Cet article examine tout d’abord les travaux récents sur les premières conceptions du Commonwealth comme espace démocratique international dans la première moitié du vingtième siècle. Il analyse ensuite la recherche qui s’intéresse à l’héritage impérial dans la démocratie au sein du Commonwealth afin de comprendre les débats suscités par cette histoire impériale, particulièrement en lien avec la place de la démocratie dans les idées de progrès et de développement dans le monde occidental. Cet article s’intéresse également aux cultures contemporaines d’une démocratie du Commonwealth, s’attachant aux forces et faiblesses du Commonwealth et de ses institutions démocratiques, ainsi qu’aux faiblesses perçues de la recherche sur ces questions. Enfin, il s’interroge sur les points de contact constructifs entre les différents courants de pensée, et suggère de nouvelles directions pour la recherche sur la démocratie au sein du Commonwealth.
