Entwickelt in den 60er Jahren um gegen die wirtschaftliche und rassische Diskriminierung, welche von den Eigentumern praktiziert wurde, zu kampfen, öffneten die Zuteilungspolitiken den Zugang zur Wohnung in grossen Ausmass den am meissten Benachteiligten. Die neuen Formen der Armut haben solche Politiken jedoch gegenstandslos werden lassen: Arbeitslosigkeit, familiale Desintegration, Drogen und Gewalt schaffen einen «inneren Terrorismus» und lassen diese Gemeinschften unfähig werden, das Verhalten ihrer Mitglieder zu kontrolieren, ohne von der chronischen Überlastung des Strafwesens auch nur zu reden. Diese Bedingungen schaffen, in bestimmten Sozial siedlungen, ein vollständig «kriminalisiertes» soziales Leben. Neue Politiken sollten «Häfen des Friedens» schaffen, die die jungen Generationen — und durch kulturelle Ubertragung die kunftigen Generationen — vor dieser Kriminalizierung schützensollen, mittels einer Auswahl der Wohnraumberechtigten, die die mit Kriminalität und Drogen verbundenen Bevölkerungsteile ausschliesst. Diese Auswahl würde von den Bewohnen selbst vorgenommen werden, nach Kritieren der sozialen Nähe, welche die Wiederherstellung eines Gemeinschaftsgefuhls erlaubte, das heisst eine positive Identifîzierung mit dem Stadtviertel, von expliziten Normen und der Sanktion abweichenden Verhaltens.

Tenant selection policies devised during the 60's to protect low-income families from the economic and racial discrimination by the landlords, opened a very wide access to publicly subsidized housing. These policies have now become totally maladjusted to the new aspects of poverty: unemployment, family disintegration, drugs and violence create a «domestic terrorism» and make communities unable to control the behavior of their members, not to mention the chronically overwhelmed criminal justice system. In some publicly assisted housing scheme, these conditions create a totally «criminalized» social life. New policies should create «safe havens» protecting young generations — and future ones through a process of cultural transmissions — from this «crimi- nalization». New tenant selection strategies should exclude populations linked to delinquency and drugs; selection would be applied by residents themselves, according to a social proximity criterion, that would allow the restauration of a sense of community, positive neighborhood identification and explicit norms and sanctions against aberrant behavior.

Conçues dans les années soixante pour lutter contre la discrimination économique et raciale pratiquée par les propriétaires, les politiques d'attribution ouvraient très largement l'accès du logement social aux plus démunis. Or les nouvelles conditions de la pauvreté ont rendu ces politiques obsolètes: chômage, désintégration familiale, drogue et violence créent un «terrorisme intérieur» et rendent ces communautés incapables de contrôler le comportement de leurs membres, sans parler du débordement chronique du système pénal. Ces conditions créent, dans certains habitats sociaux, une vie sociale totalement «criminalisée». De nouvelles politiques devraient créer des «havres de paix» protégeant les jeunes générations — et par transmission culturelle les générations futures — de cette «criminalisation», au moyen d'une sélection des attributaires des logements, écartant la population liée à la délinquance et à la drogue. Cette sélection serait effectuée par les résidents eux-mêmes, selon des critères de proximité sociale qui permettrait la restauration d'un sentiment communautaire, i.e. d'une identification positive au quartier, de normes explicites et de la sanction des comportements aberrants.

In de jaren '60 woedde er een strijd tegen de economische en raciale discri- minatie van eigenaars. Hiertegen werd gereageerd via een politiek van toewij- zing van sociale wonigen aan de behoeftigen. Maar de nieuwe armoede heeft deze politiek van toewijzing verouderd: werkloosheid, gebroken families, drugs en geweld hebben een soort «intern terrorisme» gecreërd in deze woonwijken. Met als gevolg dat deze woongemeenschappen er niet in slagen het gedrag van hun bewoners te controleren, zonder nog te spreken over de chronische losban- digheid van het strafrechtssysteem. Deze toestand resulteert in een aantal van deze sociale wijken, tot een sociaal leven dat «gecriminaliseerd» is. Een nieuw beleid moet worden gevoerd zodanig dat et er opnieuw «veilige thuishavens» ontstaan. De jeugd — en dus ook de toekomstige generatie — moet beschermd worden tegen deze «criminalisatie» door middel van een betere selectie van toewijzing van de sociale huizen, waarbij gelet moet worden dat personen met een delinquent en/of drugverleden geweerd worden. Deze selectie zou moeten bevoerd worden door de bewoners zelf , volgens welbepaalde sociale criteria. Op die manier zou een gevoel van samenhorigheid kunnen ontstaan, meer bepaald een gemeenschappelijk en positieve identificatie met de wijk, duidelijke sociale normen en het sanctioneren van verkeerde gedragingen.
