La démographie en rive sud de la Méditerranée au XXIe siècle: changement de perspectives

Demography in the Southern Mediterranean Countries in the XXIst Century. The concern embedded in the whereabouts of the demographic growth of the Southern shore of the Mediterranean sea has slightly abated. Yet, the population projections which are currently produced by the United Nations, away from the field, with much too often very outdated data and through a globalizing approach, did not always contribute to ease the debate. This article reviews the current population projections by means of a more refined methodology and thanks to the most up-to-date statistics. With the sole exception of Egypt, the slowing-down is striking for all the heavily populated countries : Morocco, Algeria, Tunisia, Syria and Turkey and sometimes for the smallest : Libya, Lebanon, Israel and Palestine. Although largely disregarded, the implications of this new demographic regime are considered in terms of the competition between population and economic growth, supply and demand of labour force, expansion of a potential southern common market, and geopolitics.

Le discours alarmiste sur la croissance démographique au sud de la Méditerranée semble s'être légèrement atténué. Néanmoins les projections démographiques des Nations-Unies, réalisées loin du terrain, avec des données souvent obsolètes et à l'aide d'une méthode globalisante, ne contribuent pas toujours à calmer le débat. Cet article revoit ces projections à l'aide d'une méthodologie plus fine et une présentation des derniers développements sur la scène démographique locale. Sauf pour l'Egypte, le ralentissement est saisissant pour les grands pays de la rive sud : Maroc, Algérie, Tunisie, Syrie et Turquie, ainsi parfois que pour les petits pays : Libye, Liban, Israël, Palestine. Quoique souvent ignorées les implications de ce renouvellement démographique sont analysées en termes de course entre population et ressources, d'offre et de demande de main-d'oeuvre, d'extension d'un marché commun au sud, de géopolitique.
