Paul Ryan, Institutional changes in education and training in the UK. Since 1979, the education and training system in the UK has undergone a series of market-oriented reforms. These were introduced as the result of widespread concern about the country's economic performances and involved privatization, deregulation and competitive quasi-markets. The reform were accompanied however by recommandations and the introduction of pecuniary incentives, and a new mode of regulation has been adopted in order to achieve specific goals. Although these reforms have had positive effects, especially in terms of output measurement, they have also shown their limitations, since the conditions necessary for labour market to function efficiently are rarely all fullfilled at the same time. In addition, those responsible for making educational reforms should take other factors into account, such as unemployment, budgetary pressures, teachers' social status, and political disagreement about the policies to be adopted.
