The shortage of qualified information and communication technologists in Germany has been recognised by those responsible for vocational training and those in charge of reforming professional structures. Some urgent measures need to be taken in response to the needs of German firms. The success of ongoing efforts to design, implement and generalise the new "occupational diplomas" will depend in the long term on whether it is possible to reform the whole basis of the traditional occupational training system. This process of reform requires voluntaristic policies mobilising appropriate financial means.
