Die Dezentralisierung der Bildungs- und Be- schäftigungspolitik hat zu einer Änderung öffentlicher Maßnahmen geführt. Innerhalb dieser neuen Führungsstile gilt es die Rolle des "Regionalexperten" zu bestimmen, der zwischen Wissenschaftlern und Politikern anzusiedeln ist. Die widersprüchliche Stellung, die das zwischen Wissenslegitimität und Aktionsmittel gelagerte Expertenwissen einnimmt, wird noch dadurch verstärkt, dass "Regionalexperten" innerhalb der neuen Beziehungsgeflechte zwischen den Akteuren vermitteln sollen. Auf regionaler Ebene haben sich die drei möglichen Funktionen des als Hilfsmittel für Entscheidungsträger dienenden Expertenwissens bislang noch nicht entwickelt. Expertenwissen soil nämlich der neuen Be- und Überarbeitung der Feld-Analysedaten und -kate- gorien dienen, Inhalte öffentlicher Debatten adäquat unterfüttern sowie eine gewisse, offiziell anerkannte Autonomie garantieren.
Hugues Bertrand, Bernard Hillau and Antoine Richard, The work of "regional experts": the conflict between the legitimacy of scientific knowledge and its usefulness for action. The decentralisation of vocational training and employment policies in France has been transforming the management of public action. In the framework of the new modes of governance, the role of the "regional experts", which comes midway between those of scientists and politicians, still remains to be defined. These experts have to cope with the conflicting requirements of scientific production, which has its own laws, and the need to produce specific knowledge which can be used to guide the actions on which the legitimacy of political decision-makers depends. This paradoxical situation is exacerbated by the fact that the "regional experts" are now being called upon to mediate the new relations between orchestrators. The three-fold role of these experts as aids to decision-makers has not yet fully materialised at the regional level : they are expected to draw up data and define new categories for analysing the situation on the field, provide public debate with appropriate material, and ensure that their expert assessments will always be impartial, as required institutionally in the framework of their mission.
La décentralisation des politiques de formation et d'emploi transforme la conduite de l'action publique. Au sein des nouveaux modes de gouvernance, l'expertise reste à construire entre le savant et le politique. L'activité de l'expert est en tension paradoxale entre la référence à une connaissance scientifique qui a sa légitimité propre et la nécessité de produire un savoir utile pour l'action qui renvoie à la légitimité du décideur politique. Cette posture paradoxale de l'expertise est accentuée par sa fonction d'accompagnement de la construction de nouvelles relations entre les acteurs. L'expertise au service des décideurs émerge difficilement en région dans sa triple dimension : élaboration renouvelée des données et des catégories d'analyse dans le champ ; accompagnement du débat public ; garantie institutionnelle d'une certaine autonomie de la fonction d'expertise.
