Mediterranean areas show three kinds of fragility : slopes are subject to a strong erosion by overland flow and mass-movements, and they are one of the most highly seismic regions in the world. Ground instability is induced in one hand by the strong seasonality of the climate, in the other by the morphostructural mobility inherited of the plio-pleistocenic uplift. Some economical and social factors and historic legacies increase the susceptibility of mediterranean society in front of natural hazards. Soil erosion and ground instability regard especially the mountains, and severe earthquakes occure more frequently in Italy and Greece. Oriental part of the Mediterranean sea knows therefore a greater instability than the western one. The degrees of hazard can be also a factor a regionalization by mean of th financial cost.

Les milieux méditerranéens manifestent une triple fragilité : les versants sont soumis à une forte érosion par les eaux courantes et par les mouvements de terrain, et ils sont menacés par la séismicité. Cette instabilité résulte de la conjonction d'un climat saisonnièrement agressif et d'une mobilité morphostructurale héritée du Plio-quaternaire. Certains facteurs d'ordre économique et social, ou historique, renforcent la vulnérabilité des sociétés concernées. L'instabilité morphologique se manifeste surtout en montagne et la mobilité sismique est plus marquée en Grèce et en Italie que dans la péninsule ibérique. De la sorte on peut opposer les deux bassins méditerranéens, le bassin occidental étant à tous égards plus stable. A une autre échelle, le niveau de risque, en particulier sismique, peut devenir un facteur de différenciation régionale, du fait de son coût économique.
