The A39 motorway, linking Dijon and Bourg-en-Bresse via Dole and reinforces the motorway network of central eastern France and forms part of transport corridor formed the Saône and Rhône between northern Europe and the Mediterranean basin. Apart from its role part of the national motorway network, the also serves the different regions it crosses. But are or will be its effects on these regions ? In order to identify the various socio- economic and ecological impacts, the A39 has been the subject of a series of observations. The present article is concerned only with the socio-economic impacts produced during the construction of the motorway. It considers first the motorway itself and its observation unit and then the effects of the construction phase, followed by the principal policy measures taken by the local authorities to entrance the impact of this new transport infrastructure.

L'autoroute A39 reliant Dijon à Bourg-en-Bresse via Dole et Lons-le-Saunier participe au renforcement du réseau autoroutier du Centre-Est de la France et s'inscrit dans le corridor de transport reliant l'Europe du Nord au bassin méditerranéen via les vallées de la Saône et du Rhône. Au- delà de son rôle dans le réseau autoroutier français, l'А39 assure la desserte des territoires qu'elle traverse. Pour autant, quels effets a-t- elle ou aura-t-elle pour ceux- ci ? Afin de les identifier, ГА39 fait l'objet d'un travail d'observation de ses effets tant socio-économiques qu'écologiques. Le présent article est consacré aux seuls effets socio-économiques mesurés durant la période de construction de l'autoroute. Il présente successivement l'autoroute A39 et son observatoire puis les effets du chantier et les principales politiques d'accompagnement mises en œuvre par les collectivités locales pour valoriser l'arrivée de cette infrastructure de transport.
