Charles Harvey and Peter Taylor. The Measurement and Comparison of Corporate Productivity : Foreign and Domestic Firms in Spanish Mining in the Late Nineteenth Century. Metalliferous mining is one of the few success stories of Spanish industry before 1914, with the exception of « islands » of economic modernization such as the Basque region and Catalonia. Foreign capitalists owned many of the mines and mining concessions. During the second half of the nineteenth century, french, english and german capitalists created dynamic societies to exploit the wealth of the Spanish soil, such as the « Soc. Minière et Métallurgique de Penarroya », formed in 1881. But was this a «colonial» structure, preventing national economic development ? The authors have tried to test this assumption. They looked for significant differences between the relative productivity of Spanish and foreign firms. They used this analysis both classical regression methods and the lesser-known Farrell frontiers approach. The conclusions deriving from the study bear upon the adequation of the selected measurement methods with the problem on the one hand, and upon the historical thesis under examination on the other : no statistical evidence can be found in support of the view that Spanish management was markedly less efficient ; but Spanish firms operated on a smaller scale, which accounts for a slightly inferior productivity.

Le secteur de l'extraction des minerais métallifères représente sans doute l'un des rares succès de la production industrielle de l'Espagne avant 1914, exception faite des « îles » de modernité économique du pays basque et de la Catalogne. Une bonne partie de ces entreprises étaient contrôlées par des capitaux étrangers. Au cours de la seconde moitié du XIXe siècle, Français, Anglais et Allemands constituèrent de puissantes sociétés pour exploiter le sous-sol de la péninsule ibérique, comme la Société minière et métallurgique de Penarroya, fondée en 1881. S'agissait-il pour autant d'une situation de type « colonial », entravant par là même le développement des forces productives de l'Espagne ? Les auteurs mettent en doute cette idée « reçue » au moins dans le secteur minier. Ils s'efforcent de tester s'il existe, comme tendrait à l'indiquer la comparaison des valeurs produites par employé, des différences significatives dans la productivité relative des entreprises espagnoles et étrangères. Ils utilisent pour leur analyse les méthodes usuelles de régression et celle moins connue de la frontière de Farell. Cette recherche les conduit à deux types de conclusion : les unes concernent l'adaptation ou non des approches avec le problème posé ; les autres concernent la question en elle-même. Les auteurs estiment ainsi qu'aucune évidence dégagée par la statistique ne vient démontrer la plus faible efficacité de la gestion des entrepreneurs espagnols, dont la productivité n'apparaît plus faible qu'en raison d'économies d'échelle.
