Competition and what is requiered as regards accessibility have ofien led to concentrating particular facilities and services in a single town, the « metropolis ». In fact, in the Poitou-Charentes region, with neither a metropolis nor a definite network, the urban configuration is arranged around three cities of about 100 000 inhabitants - Poitiers Angoulême, La Rochelle - and one of 65 000 inhabitants, Niort. The economic and geopolitical past of the region partly accounts for this configuration that was started in the XVIIth and XVIIIth centuries, then maintained. Now, two large urban areas can be identified, based on daily migrations and on a population and services settled along a nearly uninterrupted zone : Poitiers-Châtellerault and La Rochelle-Rochefort. Geographically speaking, the town of Poitiers is better situated than La Rochelle, insofar as it is a stop between Paris and the region ; it is more influential in its department and less afar in the region than La Rochelle. However, the latest changes as well as the present don't make the network tend to a single metropolis but the scheme for a metropolis with services in the four towns is not carried out either.

Très souvent, le jeu de la concurrence et les exigences d'accessiblité ont entraîné la concentration des services et équipements rares dans une agglomération unique, la « métropole ». Or, la région Poitou-Charentes présente une configuration urbaine sans métropole ni réseau évident, articulée autour de trois agglomérations d'environ 100 000 habitants chacune - Angoulême, La Rochelle et Poitiers - auxquelles s'ajoute Niort (65 000 habitants). L'histoire économique et géopolitique explique en partie cette configuration apparue aux XVIIe et XVIIIe siècles et consolidée par la suite. Aujourd'hui, deux vastes aires urbaines se distinguent, animées par des migrations alternantes et par la quasicontinuité du peuplement et des activités : Poitiers-Châtellerault et La Rochelle-Rochefort. L'avantage en termes géographiques revient à Poitiers, relais entre Paris et la région, ville plus influente dans son département et moins excentrée que La Rochelle dans la région. Pourtant, les dynamiques récentes et actuelles n'obéissent pas à des logiques de métropolisation unique, pas plus que ne se réalise dans la région l'hypothèse de la « métropole polycentrique ».
