The dynamics of populism and institutional crystallization. During the Diori Hamani period, a populist approach centared around the notion of «popular participation in dsevelopment» featured at the cors of the politics of government. Such an approach has been retained by the military regime which refers to the theme of a «société de développement». The article presents the evolution of this process and points to its contradictions.

L’approche populiste, organisée autour de notion de «participation populaire au développement», constitue un des fils conducteurs de la pratique du pouvoir au Niger. Mise en œuvre sous le régime de Hamani Diori, à travers les structures de la Promotion humaine, elle a été reprise par le régime militaire, sous la forme de la Société de développement. L’article retrace l’historique de cette démarche, en soulignant les obstacles qu’elle a rencontrés dans ses rapports avec les institutions de pouvoir.
