Playing The China Card To Solve The Corean Crisis, by Elisabeth Fouquoire-Brillet On March 12th 1993, North Korea, suspected of conducting a military nuclear programme, declared its intention to withdraw from the non-proliferation treaty (NPT), ivhich it had joined in 1985. The North Korean décision destroyed the sanctity of the NPT and defied American non-proliferation policy. China, the only major ally of North Korea, seemed a suitable candidate to force Pyongyang to reverse its decision and conform to International Atomic Energy Agency requirements. By playing the China card to solve the North Korean crisis Washington killed two hirds with one stone in terms of its non-proliferation policy.
