The methods that the French generals had to use from the earliest stages of the Revolutionary wars had made it necessary to increase the number of light infantry units. The 28 May 1792 order provided for the creation of 54 free companies and of 3 free legions. Within the framework of this decree, Dominique Vandamme, a then fusilier in the Lille 24th regiment of infantry, was authorized to raise a free company of 100 men, with its regimental depot in Cassel. General Vandamme's many documents kept in the Lille City Library allow us to reconstitute the different stages of the raising of that unit.

Les méthodes que durent employer les généraux français dès le début des guerres de la Révolution avaient imposé d'accroître le nombre des unités d'infanterie légère. Le décret du 28 mai 1792 avait porté création de 54 compagnies franches et de trois légions franches. Dans le cadre de ce décret, Dominique Vandamme, alors fusilier au 24e régiment d'infanterie de Lille, fut autorisé à lever une compagnie franche de 100 hommes, ayant son dépôt à Cassel. Les nombreux papiers du général Vandamme conservés à la Bibliothèque Municipale de Lille permettent de reconstituter les différentes étapes de la mise sur pied de l'unité.

Het dekreet van 28 mei 1792 voorzag in de oprichting van 54 vrije compagnieën en drie vrije legioenen. Zo kreeg Dominique Vandamme, tot dan fusillier bij het 24ste infanterieregiment van Rijsel toelating een vrije compagnie van 100 man te vormen, te Cassel. De vêle archiefstukken van generaal Vandamme in de gemeentelijke bibliotheek te Rijsel geven een beeld van de verschillende stadia van de vorming van deze eenheid.
