The cultural industries and public concern. The perspective of partnership Cultural industries have experienced deep changes during the last twenty-five years and the attention paid to them by the public authorities, in particular in fields of culture, has considerably developed. The public support policies that were implemented in the various cultural sectors were in the first place formulated as a whole body. But later, due to the first shocks undergone by the cultural industries and their environment, the public authorities were led to take a more heterogeneous line. Culture industries, when considered together, go to make up a field with durably blurred outlines, which calls for a particular, culture-oriented attention from the public authorities, taking into account their specific relation to creation as well as the applying of the legislation regarding copyright and neighbouring rights which enable a measure of redistribution through collective action.

Les industries culturelles ont connu de profondes mutations durant les vingt-cinq dernières années, et l'attention publique qui leur est portée, en particulier d'un point de vue culturel, a beaucoup évolué. Les politiques de soutien ont été énoncées avant que les premiers chocs subis par ces industries et leur environnement ne conduisent à une action publique composite. Las politicas de apoyo se formularon antes de que los primeras choques sufridos por estas industrias y su entorno redundaran en una actuación publica compuesta. Como campo de delimitaciones poco precisas las industrias culturales requieren una atención publica de tipo cultural que tome en cuenta su relación a la creación y al ejercicio de derechos relacionados con la propiedad artistica en torno al cual se crea un nuevo modo de regulación colectivo.
