Over the past decade and in the wake of the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry, several organisations promoting integrity of public procurement were created in Québec. Established in 2014, the Bureau d’intégrité et d’éthique de Laval/Terrebonne (BIELT) was mandated with the task of protecting integrity and promoting ethics at the City of Laval. Thanks to its organisational position, the scope of its mission and its operating mode, the BIELT represents a unique model in Québec and an important part of a system which protects public integrity and promotes ethics. Achieving the BIELT’s mandate involves several areas of activities that have a positive and significant impact on the City’s organisational culture while posing certain challenges.
