L’émergence des entreprises aquacoles dans la province de Pampanga aux Philippines, et leur importance économique sont liées au processus de développement récent de la production crevettière. C’est au cours de ce processus d’émergence qu’apparaissent les spécificités de ces entreprises en matière de gestion technique et de coordination socio-économique. En effet, loin d’être caractérisées uniquement par leur dimension économique, ces entreprises occupent une position importante dans les dynamiques sociales et politiques locales. A travers le cas des entreprises aquacoles dans la province de Pampanga, cette contribution propose une analyse de l’action entrepreneuriale dans une perspective empirique et interactionniste. L’action entrepreneuriale se situe dans une structure sociale et est confrontée à ce titre aux diverses normes, aux acteurs et aux institutions. Si ces entreprises sont aujourd’hui pleinement intégrées aux mécanismes du marché national et international, le marché n’est pourtant pas le seul régulateur de leurs actions. Ce texte cherche à montrer comment la nature des liens et la structure des réseaux sociaux tissés par les entrepreneurs aquacoles influent sur leur accès aux ressources et sur leur intégration dans la filière aquacole, mais aussi dans l’espace politique publique. L’analyse empirique témoigne ainsi de l’enchâssement social des actions entrepreneuriales.

The emergence of aquaculture firms in the Province of Pampanga in the Philippines, and their economic importance are related to the process of the shrimp production development. During this process of emergence, the specificities of these firms appeared, as far as their technical management and socioeconomic organization are concerned. Indeed, these firms are far from being only characterized by their economic importance, and have an important position in the social and political dynamics. Through the case of aquaculture firms in the Pampanga province, the aim of this contribution is to analyze the entrepreneurship action in an empirical and interactive viewpoint. The entrepreneurship fits into a social structure and has therefore to cope with the various norms, actors and institutions. Although these firms are integrated into the mechanisms of the national and international market, the latter is not the only regulator of the nature of these firms. This paper aims at illustrating how the importance of the social bonds and the structure of the social networks built by the entrepreneurs is interfering with their access to the production factors but also to their integration in the aquaculture sector and in the local politics. The empirical study of aquaculture firms illustrates the social embeddedness of the entrepreneurship actions.
