Acciones y alcances del Departamento de Asuntos Indígenas en Sonora, 1936-1946

En este artículo se estudian las acciones del Departamento de Asuntos Indígenas, institución mexicana a través de la cual se pretendió mejorar las condiciones de vida de la población indígena. Para ello se analizaron las memorias de dicho organismo, mostrándose en un plano general los objetivos, acciones, agentes y agencias. Con este seguimiento se observaron cambios en el indigenismo mexicano que marcan un proceso de transición. El objetivo del artículo es mostrar el alcance que tuvo la institución, lo cual fue posible conocer desde el ámbito regional, por lo que esta información fue contrastada con otro tipo de documentación sobre las acciones del departamento en el estado de Sonora. El impacto y el resultado que dichas acciones tuvieron en diversas comunidades y los factores que determinaron su atención demuestran los límites de esta agencia estatal al no haber contemplado a los ocho grupos indígenas de Sonora, dando solución solo a ciertas necesidades materiales. Se argumenta que la atención que la institución dio a tres de estos grupos (seris, pápagos y yaquis), así como sus resultados, fue determinada por factores y actores en el contexto regional.

The present article studies the actions of the Department of Indigenous Affairs, a government institution in Mexico whose purpose was to improve the living conditions of the indigenous population (1936-1946). The analysis of the department’s archives presents the overall objectives, actions, agents, and agencies involved. This revisiting has found changes that mark a transitional period in Mexican indigenismo. The purpose of this study is to show the policy outlook of said institution whose actions were compared, at the regional level, with those executed by the Sonora state department. The limited impact and results of these actions in diverse communities revealed the shortcomings this state agency had by not considering the eight indigenous peoples in Sonora, and only providing solutions to specific material needs in three of these groups. The present study argues that the attention the institution gave to these three groups (Seris, Pápagos, and Yaquis), and the results obtained, were determined by factors and agents present in the regional context.
