La patrimonialisation du logement social, étudiée à partir du cas de Plaine Commune, intercommunalité de banlieue nord de Paris, constitue un observatoire du paradigme de l’omnipatrimonialisation fragile et un laboratoire de processus de patrimonialisation plus diversifiés que la dichotomie entre patrimonialisation par désignation et patrimonialisation par appropriation. Elle propose différentes formes d’alternative aux logiques dominantes de la rénovation urbaine tendant à privilégier la destruction-reconstruction de logements sociaux. Trois types sont ici analysés. La cité-jardin de Stains illustre une réhabilitation patrimoniale portée par les institutions patrimoniales, les institutions locales et les habitants. La cité Renaudie de Villetaneuse correspond à un infléchissement des logiques de l’ANRU, forme de compromis obtenu par une patrimonialisation par expertise (concurrente et/ou complémentaire de l’expertise des institutions patrimoniales), par les institutions locales et par appropriation entrepreneuriale. La Maladrerie à Aubervilliers présente le cas d’une réhabilitation patrimoniale permise par une patrimonialisation par appropriation habitante. La mise en parallèle de ces deux derniers quartiers à l’architecture très comparable mais aux trajectoires patrimoniales différentes relativise le rôle de la qualité architecturale dans la patrimonialisation du logement social. Cette dernière vise à transmettre à la postérité non seulement une architecture, mais aussi un modèle social, comme elle vise à améliorer les conditions de vie des habitants. Ainsi, la politique patrimoniale et touristique alternative de Plaine Commune contribue à perpétuer le modèle généraliste du logement social.

The Plaine Commune is an intermunicipality of the northern Parisian suburbs, where the heritagization of social housing can be seen as both a site of the delicate omni-heritagization paradigm and a laboratory of heritage processes that are more diverse than the dichotomy between heritagization by designation and heritagization by appropriation. This case proposes alternatives to dominant principles which tend to favor the destruction and reconstruction of social housing. In this article, we analyze three types of social housing. The garden city of Stains illustrates heritage rehabilitation carried out by heritage institutions, local institutions and residents. The Cité Renaudie de Villetaneuse corresponds to a shift in the logic of the National Urban Renewal Agency (Agence nationale pour la rénovation urbaine, ANRU), a form of compromise achieved through heritagization by expertise (that is concurrent and/or complementary to the expertise of heritage institutions), by local institutions and by entrepreneurial appropriation. The Maladrerie in Aubervilliers presents a case of heritage rehabilitation through heritagization by appropriation. Although the architecture of the latter two neighborhoods is comparable, their differing heritage trajectories allows us to relativize the role of architecture in the heritagization of social housing. The aim is therefore not only to transmit an architecture, but also a social model, as well as to improve the living conditions of the inhabitants.
