The increasing importance of metropolitan economies restates the peripheral region problem. The growth of inter-metropolitan linkages is often accompanied by a decoupling of the metropolis from its hinterland. For 25 years, in France as in Québec, the role of the state in regional planning has steadily declined, leaving the initiative up to regional authorities and local communities. Indeed, the state no longer feel it has the means nor the legetimacy to impel regional action. This article examines some possible ways to prevent the spread of exclusion. But the construction of innovative millieux, of relational assets and of competition-cooperation networks do not elide the necessary supporting role of solidarity in uncompetitive regions.
