La démocratisation culturelle, illusion ou utopie en devenir ?

Axe central des politiques culturelles publiques, la notion de démocratisation fait l’objet de débats récurrents. Si le principe de l’intervention du pouvoir politique dans un processus d’élargissement au plus grand nombre de l’accès aux expériences esthétiques s’impose dans les esprits à partir de la première moitié du XXe siècle, le terme même de démocratisation reste porteur d’une ambivalence entre l’idée d’un partage de l’art et de la culture et le nombre relativement res­treint d’acteurs participant effectivement au processus de valorisation et de reconnaissance des artistes et des œuvres. Les critiques peuvent porter à la fois sur l’illégitimité du projet politique – un processus idéologique d’imposition de valeurs dominantes – et sur son inefficacité – une incapacité à dépasser les stratifications sociales. L’objectif de cet article est d’apprécier la contribution de la revue Quaderni au sein de ces débats, tout en la situant dans un dialogue avec d’autres sources. Loin de se figer sur des positions acquises, l’article cherche à ouvrir de larges perspectives sur des recherches à venir, notamment sur le thème des « droits culturels » et sur le potentiel de nouvelles formes de médiation.

A veritable lynchpin of public cultural policies, the notion of democratisation gives rise to frequent debate. It is a fact that the intervention of the political authori­ties in order to open access to aesthetic experience to the general public became widely accepted from the first half of the 20th Century onwards. Yet the very term democratisation expresses a certain ambivalence due to the contradiction between the idea of shared access to art and the relatively limited number of players who actually participate in the process of appreciation and recognition of artists and their works. Criticism can be directed both at the illegitimacy of the political project – an ideological process involving the imposition of dominant values – and at its inefficiency – an inability to transcend class barriers. The aim of this article is to assess the contribution of the journal Quaderni to this debate, while at the same time comparing and contrasting this contribution with alternative sources. Far from seeking to establish an entrenched viewpoint the article aspires to open up areas of reflection for forthcoming research, notably regarding the topic of “cultural rights” and the poten­tial for new forms of mediation.
