La « numérisation » des réfugiés et la mise en nombre de la réponse humanitaire s’illustre par les processus de collecte de données dans les camps de réfugiés. La production de savoir humanitaire, systématiquement via une mise en nombre, participe d’un mode de gestion technocratique de l’espace humanitaire du camp. Cette recherche fournit un cadrage international à cette question en explicitant comment l’information est devenue un pré requis à toute réponse humanitaire ; puis en étudiant un nouveau paradigme qui lie une bonne réponse humanitaire à une réponse informée sous forme de chiffres. Le camp devient ainsi un espace de production de savoirs humanitaires qui passe par la mise en nombre des réfugiés et de leurs besoins. En se concentrant sur la mesure et la donnée dans l’humanitaire, il s’agit de dépasser le questionnement de la fiabilité des données pour explorer les effets performatifs de la donnée sur le camp, les humanitaires qui y opèrent et les réfugiés qui y habitent.

The digitalization of refugees and the humanitarian response can be better understood with the process of data collection in refugee camps. The production of humanitarian knowledge, through numbers participates in technical management mode of the humanitarian space of the camp. This research provides an international framework for this issue by explaining how information has become a precondition for any humanitarian response; and then studying a new paradigm that links a good humanitarian response to an informative answer in figures. The camp thus becomes a space for the production of humanitarian knowledge that has been through the datafication and numbering of refugees and their needs. Focusing on the measurement of humanitarian action, it is a matter of going beyond the questioning of the reliability of the information to explore the performative effects on the camp, the humanitarian workers who have been operating there and the refugees who have been living there.
