La partie XIII du traité de paix de 1919 affirme le lien indissoluble entre la recherche de la paix universelle et la volonté de justice sociale. De par la spécificité de son objet, l’Organisation internationale du travail peut légitimement revendiquer une conception extensive de son espace d’action. Albert Thomas et ses collaborateurs essayèrent donc d’affirmer la compétence économique de l’OIT et de construire une expertise autonome. Mais cette démarche s’est heurtée à l’opposition déterminée de certains gouvernements et des organisations patronales. Une institution indépendante, l’Institut international d’organisation scientifique du travail, fut alors créée afin de contourner partiellement cette opposition et d’influencer indirectement les débats concernant la modernisation économique. Ses activités soutiennent et préparent le développement de nouveaux sujets au sein du BIT. Aussi, cette première analyse souligne la nécessité d’une étude plus systématique des formes d’institutionnalisation en marge de la Société des Nations afin de mieux comprendre l’organisation du champ international et ses acteurs.

The Part XIII of the Peace Treaty of 1919 declares that the pursuit of universal peace is essentially linked to the pursuit of social justice. Because of the specificity of its object, the International Labor Organization can legitimately claim an extensive conception of its space of action. Albert Thomas and its collaborators thus tried to affirm the economic competence of the ILO and to build an independent expertise. But this approach was contested by some governments and businessmen organizations. An independent institution, the International Management Institute, was then created with the help of an American foundation to partially shortcut this opposition and to influence debates on economic modernization. Its activities have prepared the development of new topics inside the ILO. Therefore, this first analysis demonstrates the need for a more systematic study of forms of institutionalization at the margins of the League of Nations in order to have a better comprehension of the organization of the international field and its actors.
